As Director of Strategy and Engagement at the Government Digital Service (GDS), Hazel (with her jobshare partner Emily Ackroyd) leads a multidisciplinary team responsible for implementing the Government Transformation Strategy and collaborating with government departments to meet the needs of users. Their teams lead on strategy and communications within GDS, including the development of GOV.UK, alongside a cross-government innovation team to catalyse effective deployment of cutting edge technology in public services.
Before taking up this role, Hazel held a number of senior leadership positions in the Department for Work and Pensions working on welfare policy, including on disability benefit reform, and has led delivery of public services, as well as enjoying roles in the political front line in Ministerial offices and at No. 10. She is passionate about delivery of great services to the public, and supporting talent and development in the civil service, including promoting flexible working.

While business thinks procurement is challenging, public servants themselves sometimes wonder how to stay within the rules while achieving the best policy outcome. Some of them have gone the extra mile to partner imaginatively with business, setting new precedents for the rest of government. Against the stereotype of procurement as a blocker, this panel explores the art of what is possible within government.
